The US imposes sanctions on Russian oil companies Rosneft and Lukoil.

Date 23/10/2025

US President Donald Trump imposed Ukraine-related sanctions on Russia for the first time in his second term, targeting oil companies Lukoil and Rosneft, amid growing discontent with Russian President Vladimir Putin over the war.
The US Treasury Department expressed its readiness to take further action, while calling on Moscow to immediately agree to a ceasefire in its war on Ukraine, which began in February 2022.
"Because President Putin refuses to end this senseless war, the Treasury Department is imposing sanctions on two of Russia's largest oil companies that fund the Kremlin's war machine," Treasury Secretary Scott Besant said in a statement. "We encourage our allies to join us and comply with these sanctions."
These sanctions represent a major shift in Trump's policy, which had previously not imposed sanctions on Russia over the war, instead relying on trade measures. Trump imposed an additional 25% tariff on goods imported from India in retaliation for its purchase of Russian oil at discounted prices.
Trump's action on Wednesday came after Britain imposed sanctions on Rosneft and Lukoil last week. The Russian Embassy in Washington and the Russian Mission to the United Nations in New York did not immediately respond to requests for comment on the sanctions.
